Luxembourg owes a large part of its position in the top 10 of the GTCI to its excellent ability to attract talent but also to retain them thanks to the emphasis on innovation and entrepreneurship. The results of the GTCI 2019 confirm Luxembourg's position as a very innovative and entrepreneurial country.

The weakest performance in Luxembourg concerns professional and technical skills, which is hampered by an insufficient capacity to match labor market demand with the supply of labor.
